  • Some foreign powers urge negotiation

Calls for peaceful dialogue were the common thread yesterday among the Phnom Penh foreign embassies expected to be visited during the opposition’s three-day planned protest, slated to start tomorrow.

The Cambodia National Rescue Party plans to lead more than 20,000 supporters on a march to the UN rights office on Wednesday; the UK, US and French embassies on Thursday; and other Paris Peace Agreement signatories on Friday.

US Embassy spokesman Sean McIntosh reiterated the importance of dialogue between the two parties yesterday.

“We urge both the Cambodian People’s Party and the [CNRP] to seek resolution of electoral disputes through peaceful dialogue,” he said in an email.

Muhsinin Dolisada, first secretary at the Embassy of Indonesia, said his embassy would only be releasing a statement encouraging its citizens to remain alert and cautious.

“My ambassador has decided that we will accept the petition. We can only hope it will be conducted peacefully and non-violence will be advocated,” he said.

Japanese Embassy counselor Takayoshi Kuromiya said his embassy had “not yet decided how to deal with the situation”.

A Chinese Embassy spokesman was unsure if China would accept the petition.

Australian ambassador Alison Burrows declined to comment, while representatives from the United Kingdom, France and the UN did not respond.

The European Union delegation said the CNRP had not notified it that a petition would be delivered, adding that “at the eve of new demonstrations” both the government and the opposition shared the responsibility to “collaborate”.

Last Wednesday, a prominent Republican Party senator, Lindsey Graham, submitted a resolution to the US Senate calling for military assistance to the Kingdom to be suspended until a credible investigation into election irregularities is mounted and the government commits itself to electoral reform.

It said that an “illegitimate” Cambodian government formed as a result of unfair elections should not receive US aid.

La Constitution birmane, rédigée par la junte aujourd?hui dissoute et adoptée par référendum juste après le passage du cyclone Nargis, qui avait fait 138.000 morts ou disparus en 2008, attribue notamment 25% des sièges dans les assemblées aux militaires.

La Constitution est également un obstacle majeur à l’ambition annoncée de Mme Suu Kyi de devenir présidente après les élections de 2015. Elle interdit en effet à un Birman marié à un étranger ou ayant de enfants étrangers d’accéder au poste suprême. Or, son époux Michael Aris, aujourd’hui défunt, était de nationalité britannique, tout comme leurs deux enfants.

Classical dance in the spotlight: is the country’s cherished art facing neglect?

Classical dance in Cambodia is traditionally the art form of royals and deities. Troupes still tour abroad showing off the country’s cultural heritage. But back home, the industry is under threat, writes Emily Wight.

The Royal Ballet, once the pride of Phnom Penh, rarely performs in the city, and arts professionals cite a lack of suitable venues as one of a long list of problems.

Behind the scenes,  the arts industry is in crisis, according to leading figures. The reality for dancers is hard; many who work in Cambodia’s tourist hotspots are underpaid. Soth Rasmei, 18, is a graduate of the Siem Reap School of Arts. When he was 17 years old he began working for a dance company for tourists, where he stayed for 18 months. In order to take home his salary of just $35 per month, he was required to perform every night for seven days a week, 30 days a month. On top of his studies at high school every morning, and his job as a support teacher at the School of Arts in the evening, this was exhausting. He said: “I would like to get a higher salary for my performances. My family had to support me to live.”

Khmer Arts receives no support from the government, and although its has applied for UNESCO funding under the designation of Intangible Cultural Heritage status for classical dance, the bureaucracy involved in the process is a deterrent.

However, the day when classical dance is taught in mainstream schools seems far away, particularly when you consider the situation at the industry’s flagship educational institution, the Royal Secondary School of Fine Arts. The school used to be located near the Japanese Bridge in Phnom Penh, but in 2005, the building was taken over by a redeveloper, and it moved out to Beung Bayab in Sen Sok district. For teachers and students alike, getting there was difficult. Not only did it take more time and cost more money, but the poor condition of the road made it a near impossible task.

Proueng Chhieng, the former vice rector and dean at the Faculty of Choreographic Arts at RUFA, sometimes teaches at the secondary school. He believes that teachers should be paid more than their current salary, which is less than $100 per month.

He said: “When the school moved, teachers could no longer go there every day because of their low salaries, and this has made the quality of dance training worsen in the past 10 years. Our government ought to raise our salaries. I worry about the training of our next generation.”

The Ministry of Culture could not be reached for comment.​​

វីទ្យុ មហោរី ខ្មែរ Radio Mohori Khmer

Programme provisoire : Nous diffusons actuellement de la musique traditionnelle du Cambodge (Pin Peat, Mohori, Areak, de Mariage).

La musique Mohori est un genre de musique de divertissement du Cambodge datant au moins du 9ème siècle. Cette musique est un patrimoine culturel important de l’Asie du Sud Est. Les morceaux de la Musique de variété moderne du Cambodge, du Laos, de la Thaïlande reprennent souvent des thèmes musicaux de la musique Mohori.

La musique Mohori puise sa source dans les variations de la Musique de Pin Peat, une des 2 branches de la musique traditionnelle du Cambodge, la 2ème branche étant la musique d’Areak et de Mariage.

Cette musique Mohori, très gaie, très riche en mélodie, en rythme et en thèmes musicaux, est en train de disparaître. Les chercheurs ont recensé plus de 500 morceaux. Mais nous pensons qu’avant la chute d’Angkor, il y aurait eu plus de 1000 morceaux dans son répertoire. Un morceau existe souvent en trois versions de rythme et de mélodie : de type 1 (១ ជាន់), de type 2 (២ ជាន់), de type 3 (៣ ជាន់).

Deux des caractéristiques majeures de cette musique sont :

  1. Les chants (à cappella) sont uniquement accompagnés par deux Tambours et par le Chhing,  dont le rythme varie en fonction du type de morceau.
  2. Dans les variations de mélodie de type 2 (២ ជាន់) et 3 (៣ ជាន់), l’orchestre ne joue pas tout à fait les mêmes mélodies que celles du chant.

La Radio Mohori Khmer cherche à contribuer, autant que faire se peut, à la préserver et à la refaire vivre.

“The United States continues to urge both parties to seek resolution of electoral disputes through a peaceful dialogue that serves the best interests of the Cambodian people and promotes reforms,” she said, adding that a “credible and transparent review” of the election was needed.

Some of the world’s largest clothing brands have warned the Garment Manufacturers Association in Cambodia of possible business ramifications should the factory representative continue with plans to impede labour monitoring.

Thirteen major buyers, including Gap, H&M, Levi’s, Nike and Puma, have signed a letter to GMAC expressing “concern” over its recent directive advising factory owners to “exercise discretion” before admitting monitors unaccompanied by government officials.

Les deux derniers hauts dirigeants Khmers rouges vivants ont «tué pour le pouvoir», quitte à «déshumaniser» et transformer le Cambodge en «pays d’esclaves» sous un régime qui a fait deux millions de morts, a accusé vendredi le parquet.

«Nuon Chea et Khieu Samphan ont tué pour le pouvoir (…). Ils ont brutalisé et déshumanisé leur propre peuple et ont fait couler du sang pour le pouvoir», a déclaré le procureur William Smith lors de son réquisitoire.

Le verdict devrait ensuite être rendu au premier semestre 2014.

With a per capita income less than $1000, many Cambodians refuse to support the government of Hun Sen, who has been in office for 28 years.

 To some, this looks like another election crisis with Hun Sen remaining in power. But this may not be the end of story as an awakened citizenry refuses to play along. Integrated with the world, many Cambodians have become  “too aware, too sophisticated, to accept the rule of a corrupt elite that relies on force and openly steals the fortunes of the country while trampling on individual rights.

Culture, always Cambodia’s strong suit, has been an impetus behind changed attitudes. Foreigners fall in love with Cambodia for its dancing, music, architecture and artisanship, and that relationship becomes a strong link to the rest of the world. After decades of war and genocidal revolution, the arts have taken on a greater role, helping Cambodians face a hideous past of the Khmer Rouge and recover pride in their own traditions. Along the way, this new cultural confidence has allowed them to cast a critical eye on the authoritarian Hun Sen regime.

Cambodia’s growth rate remains high at 10 percent over the last five years. The beneficiaries of that growth have largely been Cambodia’s business elites with strong, often family ties to top government officials who write contracts and create economic opportunities and economic zones. Most have been in power with Hun Sen for a quarter of a century. Many officials as well as the business elite have become millionaires while the country’s per capita income is still $909. That inequity is no longer a secret with access to reports and documents, underscored during the election campaign.

The ballet of dueling press conferences has begun. But the playbook has changed. Cambodians are far less likely to accept Hun Sen’s promises and say so in social media. Foreign partners are watching, worried about their investments. Cambodian human rights groups have appealed to foreign governments and the United Nations to demand the Hun Sen government resist using “violence, threats and intimidation.” If Hun Sen attempts to keep parliament in session without reaching a compromise with opposition members, it may not only hurt his political fortunes but Cambodia’s economic and social stability.

The Cambodians’ political deadlock is a tragedy. There cannot be a winner. Hun Sen and his CPP know, and concerned foreign governments, too, know,
